Gloucestershire County Council has confirmed the first areas to be included in its Safer Roads and Community 20s programme.
The scheme aims to reduce road danger, improve public health and create safer neighbourhoods.
Cirencester, Preston and Siddington will be the first communities to take part in public engagement.
Other areas include parts of Cheltenham, Stroud, Tewkesbury and the Forest of Dean.
The programme focuses on reducing speed limits where there are safety concerns and strong local support.
In Cirencester alone, more than 120 road casualties have been recorded in the past five years, with a significant number involving serious injury.
The council says lowering speeds can help reduce collisions and make streets safer for pedestrians and cyclists.
Lisa Spivey says the scheme puts communities at the heart of decision making.
Residents can take part in the consultation from April 20 until May 11, with both online and in-person events planned.
Feedback will help decide whether the proposals move forward to the next stage later this year.
